Welcome to Edition 8.14 of the Rocket Report! We’re now more than a week into a federal government shutdown, but there’s been little effect on the space industry. Military space operations are continuing unabated, and NASA continues preparations at Kennedy Space Center, Florida, for the launch of the Artemis II mission around the Moon early next year. The International Space Station is still flying with a crew of seven in low-Earth orbit, and NASA’s fleet of spacecraft exploring the cosmos remain active. What’s more, so much of what the nation does in space is now done by commercial companies largely (but not completely) immune from the pitfalls of politics. But the effect of the shutdown on troops and federal employees shouldn’t be overlooked. They will soon miss their first paychecks unless political leaders reach an agreement to end the stalemate.

Danger from dead rockets. A new listing of the 50 most concerning pieces of space debris in low-Earth orbit is dominated by relics more than a quarter-century old, primarily dead rockets left to hurtle through space at the end of their missions, Ars reports. “The things left before 2000 are still the majority of the problem,” said Darren McKnight, lead author of a paper presented October 3 at the International Astronautical Congress in Sydney. “Seventy-six percent of the objects in the top 50 were deposited last century, and 88 percent of the objects are rocket bodies. That’s important to note, especially with some disturbing trends right now.”

Littering in LEO … The disturbing trends mainly revolve around China’s actions in low-Earth orbit. “The bad news is, since January 1, 2024, we’ve had 26 rocket bodies abandoned in low-Earth orbit that will stay in orbit for more than 25 years,” McKnight told Ars. China is responsible for leaving behind 21 of those 26 rockets. Overall, Russia and the Soviet Union lead the pack with 34 objects listed in McKnight’s Top 50, followed by China with 10, the United States with three, Europe with two, and Japan with one. Russia’s SL-16 and SL-8 rockets are the worst offenders, combining to take 30 of the Top 50 slots. An impact with even a modestly sized object at orbital velocity would create countless pieces of debris, potentially triggering a cascading series of additional collisions clogging LEO with more and more space junk, a scenario called the Kessler Syndrome.

New Shepard flies again. Blue Origin, Jeff Bezos’ space company, launched its sixth crewed New Shepard flight so far this year Wednesday as the company works to increase the vehicle’s flight rate, Space News reports. This was the 36th flight of Blue Origin’s suborbital New Shepard rocket. The passengers included: Jeff Elgin, Danna Karagussova, Clint Kelly III, Will Lewis, Aaron Newman, and Vitalii Ostrovsky. Blue Origin said it has now flown 86 humans (80 individuals) into space. The New Shepard booster returned to a pinpoint propulsive landing, and the capsule parachuted into the desert a few miles from the launch site near Van Horn, Texas.

Two-month turnaround … This flight continued Blue Origin’s trend of launching New Shepard about once per month. The company has two capsules and two boosters in its active inventory, and each vehicle has flown about once every two months this year. Blue Origin currently has command of the space tourism and suborbital research market as its main competitor in this sector, Virgin Galactic, remains grounded while it builds a next-generation rocket plane. NASA still interested in former astronaut’s rocket engine. NASA has awarded the Ad Astra Rocket Company a $4 million, two-year contract for the continued development of the company’s Variable Specific Impulse Magnetoplasma Rocket (VASIMR) concept, Aviation Week & Space Technology reports. Ad Astra, founded by former NASA astronaut Franklin Chang-Diaz, claims the vehicle has the potential to reach Mars with human explorers within 45 days using a nuclear power source rather than solar power. The new contract will enable federal funding to support development of the engine’s radio frequency, superconducting magnet, and structural exoskeleton subsystems.

Slow going … Houston-based Ad Astra said in a press release that it sees the high-power plasma engine as “nearing flight readiness.” We’ve heard this before. The VASIMR engine has been in development for decades now, beset by a lack of stable funding and the technical hurdles inherent in designing and testing such demanding technology. For example, Ad Astra once planned a critical 100-hour, 100-kilowatt ground test of the VASIMR engine in 2018. The test still hasn’t happened. Engineers discovered a core component of the engine tended to overheat as power levels approached 100 kilowatts, forcing a redesign that set the program back by at least several years. Now, Ad Astra says it is ready to build and test a pair of 150-kilowatt engines, one of which is intended to fly in space at the end of the decade.

Gilmour eyes return to flight next year. Australian rocket and satellite startup Gilmour Space Technologies is looking to return to the launch pad next year after the first attempt at an orbital flight failed over the summer, Aviation Week & Space Technology reports. “We are well capitalized. We are going to be launching again next year,” Adam Gilmour, the company’s CEO, said October 3 at the International Astronautical Congress in Sydney.

What happened? … Gilmour didn’t provide many details about the cause of the launch failure in July, other than to say it appeared to be something the company didn’t test for ahead of the flight. The Eris rocket flew for 14 seconds, losing control and crashing a short distance from the launch pad in the Australian state of Queensland. If there’s any silver lining, Gilmour said the failure didn’t damage the launch pad, and the rocket’s use of a novel hybrid propulsion system limited the destructive power of the blast when it struck the ground.

Stoke Space’s impressive funding haul. Stoke Space announced a significant capital raise on Wednesday, a total of $510 million as part of Series D funding. The new financing doubles the total capital raised by Stoke Space, founded in 2020, to $990 million, Ars reports. The infusion of money will provide the company with “the runway to complete development” of the Nova rocket and demonstrate its capability through its first flights, said Andy Lapsa, the company’s co-founder and chief executive, in a news release characterizing the new funding.

A futuristic design … Stoke is working toward a 2026 launch of the medium-lift Nova rocket. The rocket’s innovative design is intended to be fully reusable from the payload fairing on down, with a regeneratively cooled heat shield on the vehicle’s second stage. In fully reusable mode, Nova will have a payload capacity of 3 metric tons to low-Earth orbit, and up to 7 tons in fully expendable mode. Stoke is building a launch pad for the Nova rocket at Cape Canaveral Space Force Station, Florida.

SpaceX took an unusual break from launching. SpaceX launched its first Falcon 9 rocket from Florida in 12 days during the predawn hours of Tuesday morning, Spaceflight Now reports. The launch gap was highlighted by a run of persistent, daily storms in Central Florida and over the Atlantic Ocean, including hurricanes that prevented deployment of SpaceX’s drone ships to support booster landings. The break ended with the launch of 28 more Starlink broadband satellites. SpaceX launched three Starlink missions in the interim from Vandenberg Space Force Base, California.

Weather still an issue … Weather conditions on Florida’s Space Coast are often volatile, particularly in the evenings during summer and early autumn. SpaceX’s next launch from Florida was supposed to take off Thursday evening, but officials pushed it back to no earlier than Saturday due to a poor weather forecast over the next two days. Weather still gets a vote in determining whether a rocket lifts off or doesn’t, despite SpaceX’s advancements in launch efficiency and the Space Force’s improved weather monitoring capabilities at Cape Canaveral.

ArianeGroup chief departs for train maker. Current ArianeGroup CEO Martin Sion has been named the new head of French train maker Alstom. He will officially take up the role in April 2026, European Spaceflight reports. Sion assumed the role as ArianeGroup’s chief executive in 2023, replacing the former CEO who left the company after delays in the debut of its main product: the Ariane 6 rocket. Sion’s appointment was announced by Alstom, but ArianeGroup has not made any official statement on the matter.

Under pressure … The change in ArianeGroup’s leadership comes as the company ramps up production and increases the launch cadence of the Ariane 6 rocket, which has now flown three times, with a fourth launch due next month. ArianeGroup’s subsidiary, Arianespace, seeks to increase the Ariane 6’s launch cadence to 10 missions per year by 2029. ArianeGroup and its suppliers will need to drastically improve factory throughput to reach this goal.

New Glenn emerges from factory. Blue Origin rolled the first stage of its massive New Glenn rocket from its hangar on Wednesday morning in Florida, kicking off the final phase of the campaign to launch the heavy-lift vehicle for the second time, Ars reports. In sharing video of the rollout to Launch Complex-36 on Wednesday online, the space company did not provide a launch target for the mission, which seeks to put two small Mars-bound payloads into orbit. The pair of identical spacecraft to study the solar wind at Mars is known as ESCAPADE. However, sources told Ars that on the current timeline, Blue Origin is targeting a launch window of November 9 to November 11. This assumes pre-launch activities, including a static-fire test of the first stage, go well.

Recovery or bust? Blue Origin has a lot riding on this booster, named “Never Tell Me The Odds,” which it will seek to recover and reuse. Despite the name of the booster, the company is quietly confident that it will successfully land the first stage on a drone ship named Jacklyn. Internally, engineers at Blue Origin believe there is about a 75 percent chance of success. The first booster malfunctioned before landing on the inaugural New Glenn test flight in January. Company officials are betting big on recovering the booster this time, with plans to reuse it early next year to launch Blue’s first lunar lander to the Moon.

SpaceX gets bulk of this year’s military launch orders. Around this time each year, the US Space Force convenes a Mission Assignment Board to dole out contracts to launch the nation’s most critical national security satellites. The military announced this year’s launch orders Friday, and SpaceX was the big winner, Ars reports. Space Systems Command, the unit responsible for awarding military launch contracts, selected SpaceX to launch five of the seven missions up for assignment this year. United Launch Alliance (ULA), a 50-50 joint venture between Boeing and Lockheed Martin, won contracts for the other two. These missions for the Space Force and the National Reconnaissance Office are still at least a couple of years away from flying.

Vulcan getting more expensive A closer examination of this year’s National Security Space Launch contracts reveals some interesting things. The Space Force is paying SpaceX $714 million for the five launches awarded Friday, for an average of roughly $143 million per mission. ULA will receive $428 million for two missions, or $214 million for each launch. That’s about 50 percent more expensive than SpaceX’s price per mission. This is in line with the prices the Space Force paid SpaceX and ULA for last year’s contracts. However, look back a little further and you’ll find ULA’s prices for military launches have, for some reason, increased significantly over the last few years. In late 2023, the Space Force awarded a $1.3 billion deal to ULA for a batch of 11 launches at an average cost per mission of $119 million. A few months earlier, Space Systems Command assigned six launches to ULA for $672 million, or $112 million per mission.

Starship Flight 11 nears launch. SpaceX rolled the Super Heavy booster for the next test flight of the company’s Starship mega-rocket out to the launch pad in Texas this week. The booster stage, with 33 methane-fueled engines, will power the Starship into the upper atmosphere during the first few minutes of flight. This booster is flight-proven, having previously launched and landed on a test flight in March.

Next steps With the Super Heavy booster installed on the pad, the next step for SpaceX will be the rollout of the Starship upper stage. That is expected to happen in the coming days. Ground crews will raise Starship atop the Super Heavy booster to fully stack the rocket to its total height of more than 400 feet (120 meters). If everything goes well, SpaceX is targeting liftoff of the 11th full-scale test flight of Starship and Super Heavy as soon as Monday evening. (submitted by EllPeaTea)

Blue Origin takes on a new line of business. Blue Origin won a US Space Force competition to build a new payload processing facility at Cape Canaveral Space Force Station, Florida, Spaceflight Now reports. Under the terms of the $78.2 million contract, Blue Origin will build a new facility capable of handling payloads for up to 16 missions per year. The Space Force expects to use about half of that capacity, with the rest available to NASA or Blue Origin’s commercial customers. This contract award follows a $77.5 million agreement the Space Force signed with Astrotech earlier this year to expand the footprint of its payload processing facility at Vandenberg Space Force Base, California.

Important stuff … Ground infrastructure often doesn’t get the same level of attention as rockets, but the Space Force has identified bottlenecks in payload processing as potential constraints on ramping up launch cadences at the government’s spaceports in Florida and California. Currently, there are only a handful of payload processing facilities in the Cape Canaveral area, and most of them are only open to a single user, such as SpaceX, Amazon, the National Reconnaissance Office, or NASA. So, what exactly is payload processing? The Space Force said Blue Origin’s new facility will include space for “several pre-launch preparatory activities” that include charging batteries, fueling satellites, loading other gaseous and fluid commodities, and encapsulation. To accomplish those tasks, Blue Origin will create “a clean, secure, specialized high-bay facility capable of handling flight hardware, toxic fuels, and explosive materials.”

Payload fairing problems have caused a number of rocket failures, usually because they don’t jettison during launch, or only partially deploy, leaving too much extra weight on the launch vehicle for it to reach orbit.

Gilmour said it is postponing the Eris launch campaign “to fully understand what happened and make any necessary updates.” The company was founded by two brothers—Adam and James Gilmourin 2012, and has raised approximately $90 million from venture capital firms and government funds to get the first Eris rocket to the launch pad.

The Eris rocket was aiming to become the first all-Australian launcher to reach orbit. Australia hosted a handful of satellite launches by US and British rockets more than 50 years ago.

Gilmour is headquartered in Gold Coast, Australia, about 600 miles south of the Eris launch pad near the coastal town of Bowen. In a statement, Gilmour said it has a replacement payload fairing in its factory in Gold Coast. The company will send it to the launch site and install it on the Eris rocket after a “full investigation” into the cause of the premature fairing deployment.

“While we’re disappointed by the delay, our team is already working on a solution and we expect to be back at the pad soon,” Gilmour said.

Officials did not say how long it might take to investigate the problem, correct it, and fit a new nose cone on the Eris rocket.

This setback follows more than a year of delays Gilmour blamed primarily on holdups in receiving regulatory approval for the launch from the Australian government.

Like many rocket companies have done before, Gilmour set modest expectations for the first test flight of Eris. While the rocket has everything needed to fly to low-Earth orbit, officials said they were looking for just 10 to 20 seconds of stable flight on the first launch, enough to gather data about the performance of the rocket and its unconventional hybrid propulsion system.

Welcome to Edition 7.33 of the Rocket Report! Phew, what a week for Rocket Lab! The company released a bevy of announcements in conjunction with its quarterly earnings report Thursday. Rocket Lab is spending a lot of money to develop the medium-lift rocket Neutron rocket, and as we’ll discuss below, a rocket landing platform and a new satellite design. For now, the company is sticking by its public statements that the Neutron rocket will launch this year—the official line is it will debut in the second half of 2025—but this schedule assumes near-perfect execution on the program. “We’ve always been clear that we run aggressive schedules,” said Peter Beck, Rocket Lab’s founder and CEO. The official schedule doesn’t quite allow me to invoke a strict interpretation of Berger’s Law, which states that if a rocket’s debut is predicted to happen in the fourth quarter of a year, and that quarter is six or more months away, the launch will be delayed. However, the spirit of the law seems valid here. This time last year, Rocket Lab targeted a first launch by the end of 2024, an aggressive target that has come and gone.

Australian startup sets a launch date. The first attempt to send an Australian-made rocket into orbit is set to take place no sooner than March 15, the Australian Broadcasting Corporation reports. Gilmour Space Technologies’ launch window announcement marks a major development for the company, which has been working towards a test launch for a decade. Gilmour previously hoped to launch its test rocket, Eris, in May 2024, but had to wait for the Australian government to issue a launch license and airspace approvals for the flight to go forward. Those are now in hand, clearing the last regulatory hurdle before liftoff.

Setting expectations … Gilmour’s Eris rocket is made of three stages powered by hybrid engines consuming a solid fuel and a liquid oxidizer. Eris is designed to haul payloads of up to 672 pounds (305 kilograms) to low-Earth orbit, and will launch from Bowen Orbital Spaceport in Queensland on Australia’s northeastern coast. Gilmour said it would be “very lucky” if the rocket reached orbit on first attempt. “Success means different things for different people, but ignition and liftoff will be huge,” said James Gilmour, the company’s co-founder. Blue Origin is keeping a secret. Blue Origin conducted the tenth crewed flight of its New Shepard suborbital vehicle Tuesday, carrying six people, one of whom remained at least semi-anonymous, Space News reports. The five passengers Blue Origin identified come from business and entertainment backgrounds, but in a break from past missions, the company did not disclose the identity of the sixth person, with hosts of the company webcast saying that individual “requested we not share his name today.” Photos released by the company before the launch, and footage from the webcast, showed that person to be a man wearing a flight suit with an “R. Wilson” nametag, and the NS-30 mission patch also included “Wilson” with the names of the other members of the crew. Not disclosing the name of someone who has been to space has little precedent.

Big names on NS-31 … Some of the passengers Blue Origin will fly on the next New Shepard crew mission lack the anonymity of R. Wilson. The next flight, designated NS-31, will carry an all-female crew, including music star Katy Perry, CBS host Gayle King, and Lauren Sánchez, a former journalist who is engaged to Blue Origin’s founder, Jeff Bezos. Virgin Galactic is still blowing through cash. Virgin Galactic reported a net loss of $347 million in 2024, compared to a $502 million net loss in 2023, with the improvement primarily driven by lower operating expenses, the company said this week in a quarterly earnings release. These lower operating expenses are tied to Virgin Galactic’s decision to suspend operations of its VSS Unity suborbital rocket plane last year to focus investment into a new series of suborbital spacecraft known as Delta-class ships. Virgin Galactic said cash and cash equivalents fell 18 percent from the same period a year ago to $178.6 million. Investors have been eager for details on when it would resume—and then ramp up—flights to increase sales and cash in on a backlog of around 700 ticket holders, Bloomberg reports.

March toward manufacturing … Virgin Galactic said it plans to start assembling its first Delta-class ship in March, with a first flight targeted for the summer of 2026, two years after it stopped flying VSS Unity. The Delta ships will be easier to recycle between flights, and will carry six paying passengers, rather than the four VSS Unity carried on each flight. Company officials believe a higher flight rate with more passengers will bring in significantly more revenue, which was reported at just $430,000 in the fourth quarter of 2024. Japanese customers seem to love Rocket Lab. While Rocket Lab is developing the larger Neutron rocket, the company’s operational Electron launch vehicle continues to dominate the market for dedicated launches of small satellites. Rocket Lab announced Thursday it signed a new multi-launch deal with iQPS, a Japan-based Earth imaging company. The new deal follows an earlier multi-launch contract signed with iQPS in 2024 and brings the total number of booked dedicated Electron launches for iQPS to eight.

Radar is all the rage … These eight Electron launches in 2025 and 2026 will help iQPS build out its planned constellation of 36 radar remote sensing satellites capable of imaging the Earth day and night, and through any weather. The new deal is one of the largest Electron launch agreements to date, second only to Rocket Lab’s ten launch deal with another Japanese radar constellation operator, Synspective, signed last year. Falcon 9 launch targets Moon and asteroid. With two commercial Moon landers already on their way, Houston-based Intuitive Machines launched its second robotic lander atop a SpaceX Falcon 9 rocket Wednesday, CBS News reports. Given the on-time launch and assuming no major problems, the Athena lander is expected to descend to touchdown on a flat mesa-like structure known as Mons Mouton on March 6, setting down just 100 miles from the Moon’s south pole—closer than any other spacecraft has attempted. Intuitive Machines became the first company to successfully land a spacecraft on the Moon last year, but the Athena lander will pursue more complex goals. It will test a NASA-provided drill designed to search for subsurface ice, deploy a small “micro-rover,” and dispatch a rocket-powered drone to explore a permanently shadowed crater.

Hitching a ride … The Athena lander didn’t take up all the capacity of the Falcon 9 rocket. Three other spacecraft also rocketed into space Wednesday night. These rideshare payloads were AstroForge’s commercially developed Odin asteroid prospector to search for potentially valuable mineral deposits, NASA’s Lunar Trailblazer satellite to characterize lunar ice from a perch in lunar orbit, and a compact space tug from Epic Aerospace. This rocket got a visitor for the first time since 2009. Astroscale’s ADRAS-J mission became the first spacecraft (at least in the unclassified world) to approach a piece of space junk in low-Earth orbit, Ars reports. This particular object, a derelict upper stage from a Japanese H-IIA rocket, has been in orbit since 2009. It’s one of about 2,000 spent rocket bodies circling the Earth and one of more than 45,000 objects in orbit tracked by US Space Command. Astroscale, based in Tokyo, built and launched the ADRAS-J mission in partnership with the Japanese space agency as a demonstration to show how a commercial satellite could rendezvous with an object in orbit that was never designed to receive visitors.

Next steps … ADRAS-J worked like a champ, closing in to a distance of less than 50 feet (15 meters) from the H-IIA rocket as it orbited several hundred miles above the Earth. The rocket is a “non-cooperative” object representative of other large pieces of space junk, which Astroscale wants to remove from orbit with a series of trash collecting satellites like ADRAS-J. But this demo only validated part of the technology required for space debris removal. Japan’s space agency and Astroscale are partnering on another mission, ADRAS-J2, for launch in 2027 to go up and latch on to the same H-IIA rocket and steer it out of orbit toward a controlled reentry over the ocean.

An update on Falcon 9’s upper stage. SpaceX said that a Falcon 9 upper stage that reentered over Europe earlier this month suffered a propellant leak that prevented it from doing a controlled reentry, Space News reports. The upper stage was placed in orbit on a February 1 launch from Vandenberg Space Force Base in California. After deploying its payload of 22 Starlink satellites, the upper stage was expected to perform a burn to enable a controlled reentry over the ocean, a standard procedure on most Falcon 9 launches to low-Earth orbit. The stage, though, did not appear to perform the burn and remained in orbit. Its orbit decayed from atmospheric drag and the stage reentered over Europe on February 19. Debris from the Falcon 9 second stage, including composite overwrapped pressure vessels, fell in Poland, landing near the city of Poznań.

Higher than expected body rates … In an update posted to its website this week, SpaceX blamed the upper stage anomaly on a liquid oxygen leak. “During the coast phase of this Starlink mission, a small liquid oxygen leak developed, which ultimately drove higher than expected vehicle body rates,” SpaceX said. SpaceX aborted the deorbit burn and instead passivated the upper stage, a process where the rocket discharges energy from its batteries and vents leftover propellant from its tanks to minimize the risk of a break-up in orbit. This was the third incident involving a Falcon 9 upper stage in a little more than six months. (submitted by EllPeaTea)

Rocket Lab’s reveals “Return On Investment.” Rocket Lab’s Neutron rocket is designed for partial reusability, and the company unveiled Thursday an important piece of infrastructure to make this a reality. Neutron’s first stage booster will land on a modified barge named “Return On Investment” measuring around 400 feet (122 meters) wide, somewhat bigger than SpaceX’s drone ships used for Falcon 9 landings at sea. In order to prep the barge for rocket duty, the company is adding autonomous ground support equipment to capture and secure the landed Neutron, blast shielding to protect equipment during Neutron landings, and station-keeping thrusters for precise positioning. It should be ready to enter service in 2026. Rocket Lab also has the option to return the Neutron first stage back to the launch site when mission parameters allow the rocket to reserve enough propellant to make the return journey.

More news from Rocket Lab … Continuing the firehose of news from Rocket Lab this week, the company announced a new satellite design called “Flatellite” that looks remarkably similar to SpaceX’s Starlink satellites. The satellite is flat in shape, hence its name, and stackable to fit as many spacecraft as possible into the envelope of a rocket’s payload fairing. Rocket Lab said the new satellite “can be produced in high volumes and (is) tailored for large constellations, targeting high value applications and national security missions.” (submitted by zapman987)

The writing is on the wall for SLS. The lights may be starting to go out for NASA’s Space Launch System program. On Wednesday, one of the Republican space policy leaders most consistently opposed to commercial heavy lift rockets over the last decade—as an alternative to NASA’s large SLS rocket—has changed his mind, Ars reports. “We need an off-ramp for reliance on the SLS,” said Scott Pace, director of the Space Policy Institute at George Washington University, in written testimony before a congressional hearing about US space policy.

Not keeping Pace … A physicist and influential policy expert, Pace has decades of experience researching and writing space policy. He has served in multiple Republican administrations, most recently as executive secretary of the National Space Council from 2017 to 2020. He strongly advocated for the SLS rocket after Congress directed NASA to develop it in 2011. As part of his policy recommendations, Pace said NASA should seek to use commercial providers of heavy lift launch so that NASA can send “multiple” crew and cargo missions to the Moon each year. He notes that the SLS rocket is not reusable and is incapable of a high flight rate. Commercial options from SpaceX, Blue Origin, and United Launch Alliance are now available, Pace wrote.

The verdict is in for Starship Flight 7. SpaceX believes the spectacular break-up of Starship’s upper stage during its most recent test flight was caused by a harmonic response that stressed onboard hardware, leading to a fire and loss of the vehicle, Aviation Week reports. Higher-than-expected vibrations stressed hardware in the ship’s propulsion system, triggering propellant leaks and sustained fires until the test flight ended prematurely. The rocket broke apart and deposited debris over the Turks and Caicos Islands and the Atlantic Ocean, and forced dozens of commercial and private aircraft to delay their flights or steer into safer airspace.

Whole lotta shaking … SpaceX’s description of the problem as a harmonic response suggests vibrations during Starship’s climb into space were in resonance with the vehicle’s natural frequency. This would have intensified the vibrations beyond the levels engineers expected from ground testing. SpaceX completed an extended duration static fire of the next Starship upper stage to test hardware modifications at multiple engine thrust levels. According to SpaceX, findings from the static fire informed changes to the fuel feed lines to Starship’s Raptor engines, adjustments to propellant temperatures, and a new operating thrust for the next test flight, which could launch from South Texas as soon as Monday.

Welcome to Edition 7.19 of the Rocket Report! Okay, we get it. We received more submissions from our readers on Australia’s approval of a launch permit for Gilmour Space than we’ve received on any other news story in recent memory. Thank you for your submissions as global rocket activity continues apace. We’ll cover Gilmour in more detail as they get closer to launch. There will be no Rocket Report next week as Eric and I join the rest of the Ars team for our 2024 Technicon in New York.

Gilmour Space has a permit to fly. Gilmour Space Technologies has been granted a permit to launch its 82-foot-tall (25-meter) orbital rocket from a spaceport in Queensland, Australia. The space company, founded in 2012, had initially planned to lift off in March but was unable to do so without approval from the Australian Space Agency, the Australian Broadcasting Corporation reports. The government approved Gilmour’s launch permit Monday, although the company is still weeks away from flying its three-stage Eris rocket.

A first for Australia … Australia hosted a handful of satellite launches with US and British rockets from 1967 through 1971, but Gilmour’s Eris rocket would become the first all-Australian launch vehicle to reach orbit. The Eris rocket is capable of delivering about 670 pounds (305 kilograms) of payload mass into a Sun-synchronous orbit. Eris will be powered by hybrid rocket engines burning a solid fuel mixed with a liquid oxidizer, making it unique among orbital-class rockets. Gilmour completed a wet dress rehearsal, or practice countdown, with the Eris rocket on the launch pad in Queensland in September. The launch permit becomes active after 30 days, or the first week of December. “We do think we’ve got a good chance of launching at the end of the 30-day period, and we’re going to give it a red hot go,” said Adam Gilmour, the company’s co-founder and CEO. North Korea tests new missile. North Korea apparently completed a successful test of its most powerful intercontinental ballistic missile on October 31, lofting it nearly 4,800 miles (7,700 kilometers) into space before the projectile fell back to Earth, Ars reports. This solid-fueled, multi-stage missile, named the Hwasong-19, is a new tool in North Korea’s increasingly sophisticated arsenal of weapons. It has enough range—perhaps as much as 9,320 miles (15,000 kilometers), according to Japan’s government—to strike targets anywhere in the United States. It also happens to be one of the largest ICBMs in the world, rivaling the missiles fielded by the world’s more established nuclear powers.

Quid pro quo? … The Hwasong-19 missile test comes as North Korea deploys some 10,000 troops inside Russia to support the country’s war against Ukraine. The budding partnership between Russia and North Korea has evolved for several years. Russian President Vladimir Putin has met with North Korean leader Kim Jong Un on multiple occasions, most recently in Pyongyang in June. This has fueled speculation about what Russia is offering North Korea in exchange for the troops deployed on Russian soil. US and South Korean officials have some thoughts. They said North Korea is likely to ask for technology transfers in diverse areas related to tactical nuclear weapons, ICBMs, and reconnaissance satellites.

Virgin Galactic is on the hunt for cash. Virgin Galactic is proposing to raise $300 million in additional capital to accelerate production of suborbital spaceplanes and a mothership aircraft the company says can fuel its long-term growth, Space News reports. The company, founded by billionaire Richard Branson, suspended operations of its VSS Unity suborbital spaceplane earlier this year. VSS Unity hit a monthly flight cadence carrying small groups of space tourists and researchers to the edge of space, but it just wasn’t profitable. Now, Virgin Galactic is developing larger Delta-class spaceplanes it says will be easier and cheaper to turn around between flights.

All-in with Delta … Michael Colglazier, Virgin Galactic’s CEO, announced the company’s appetite for fundraising in a quarterly earnings call with investment analysts Wednesday. He said manufacturing of components for Virgin Galactic’s first two Delta-class ships, which the company says it can fund with existing cash, is proceeding on schedule at a factory in Arizona. Virgin Galactic previously said it would use revenue from paying passengers on its first two Delta-class ships to pay for development of future vehicles. Instead, Virgin Galactic now says it wants to raise money to speed up work on the third and fourth Delta-class vehicles, along with a second airplane mothership to carry the spaceplanes aloft before they release and fire into space. (submitted by Ken the Bin and EllPeaTea)

ESA breaks its silence on Themis. The European Space Agency has provided a rare update on the progress of its Themis reusable booster demonstrator project, European Spaceflight reports. ESA is developing the Themis test vehicle for atmospheric flights to fine-tune technologies for a future European reusable rocket capable of vertical takeoffs and vertical landings. Themis started out as a project led by CNES, the French space agency, in 2018. ESA member states signed up to help fund the project in 2019, and the agency awarded ArianeGroup a contract to move forward with Themis in 2020. At the time, the first low-altitude hop test was expected to take place in 2022.

Some slow progress … Now, the first low-altitude hop is scheduled for 2025 from Esrange Space Centre in Sweden, a three-year delay. This week, ESA said engineers have completed testing of the Themis vehicle’s main systems, and assembly of the demonstrator is underway in France. A single methane-fueled Prometheus engine, also developed by ArianeGroup, has been installed on the rocket. Teams are currently adding avionics, computers, electrical systems, and cable harnesses. Themis’ stainless steel propellant tanks have been manufactured, tested, and cleaned and are now ready to be installed on the Themis demonstrator. Then, the rocket will travel by road from France to the test site in Sweden for its initial low-altitude hops. After those flights are complete, officials plan to add two more Prometheus engines to the rocket and ship it to French Guiana for high-altitude test flights. SpaceX will give the ISS a boost. A Cargo Dragon spacecraft docked to the International Space Station on Tuesday morning, less than a day after lifting off from Florida. As space missions go, this one is fairly routine, ferrying about 6,000 pounds (2,700 kilograms) of cargo and science experiments to the space station. One thing that’s different about this mission is that it delivered to the station a tiny 2 lb (900 g) satellite named LignoSat, the first spacecraft made of wood, for later release outside the research complex. There is one more characteristic of this flight that may prove significant for NASA and the future of the space station, Ars reports. As early as Friday, NASA and SpaceX have scheduled a “reboost and attitude control demonstration,” during which the Dragon spacecraft will use some of the thrusters at the base of the capsule. This is the first time the Dragon spacecraft will be used to move the space station.

Dragon’s breath … Dragon will fire a subset of its 16 Draco thrusters, each with about 90 pounds of thrust, for approximately 12.5 minutes to make a slight adjustment to the orbital trajectory of the roughly 450-ton space station. SpaceX and NASA engineers will analyze the results from the demonstration to determine if Dragon could be used for future space station reboost opportunities. The data will also inform the design of the US Deorbit Vehicle, which SpaceX is developing to perform the maneuvers required to bring the space station back to Earth for a controlled, destructive reentry in the early 2030s. For NASA, demonstrating Dragon’s ability to move the space station will be another step toward breaking free of reliance on Russia, which is currently responsible for providing propulsion to maneuver the orbiting outpost. Northrop Grumman’s Cygnus supply ship also previously demonstrated a reboost capability. (submitted by Ken the Bin and N35t0r)

Russia launches Soyuz in service of Iran. Russia launched a Soyuz rocket Monday carrying two satellites designed to monitor the space weather around Earth and 53 small satellites, including two Iranian ones, Reuters reports. The primary payloads aboard the Soyuz-2.1b rocket were two Ionosfera-M satellites to probe the ionosphere, an outer layer of the atmosphere near the edge of space. Solar activity can alter conditions in the ionosphere, impacting communications and navigation. The two Iranian satellites on this mission were named Kowsar and Hodhod. They will collect high-resolution reconnaissance imagery and support communications for Iran.

A distant third … This was only the 13th orbital launch by Russia this year, trailing far behind the United States and China. We know of two more Soyuz flights planned for later this month, but no more, barring a surprise military launch (which is possible). The projected launch rate puts Russia on pace for its quietest year of launch activity since 1961, the year Yuri Gagarin became the first person to fly in space. A major reason for this decline in launches is the decisions of Western governments and companies to move their payloads off of Russian rockets after the invasion of Ukraine. For example, OneWeb stopped launching on Soyuz in 2022, and the European Space Agency suspended its partnership with Russia to launch Soyuz rockets from French Guiana. (submitted by Ken the Bin)

H3 deploys Japanese national security satellite. Japan launched a defense satellite Monday aimed at speedier military operations and communication on an H3 rocket and successfully placed it into orbit, the Associated Press reports. The Kirameki 3 satellite will use high-speed X-band communication to support Japan’s defense ministry with information and data sharing, and command and control services. The satellite will serve Japanese land, air, and naval forces from its perch in geostationary orbit alongside two other Kirameki communications satellites.

Gaining trust … The H3 is Japan’s new flagship rocket, developed by Mitsubishi Heavy Industries (MHI) and funded by the Japan Aerospace Exploration Agency (JAXA). The launch of Kirameki 3 marked the third consecutive successful launch of the H3 rocket, following a debut flight in March 2023 that failed to reach orbit. This was the first time Japan’s defense ministry put one of its satellites on the H3 rocket. The first two Kirameki satellites launched on a European Ariane 5 and a Japanese H-IIA rocket, which the H3 will replace. (submitted by Ken the Bin, tsunam, and EllPeaTea)

Rocket Lab enters the race for military contracts. Rocket Lab is aiming to chip away at SpaceX’s dominance in military space launch, confirming its bid to compete for Pentagon contracts with its new medium-lift rocket, Neutron, Space News reports. Last month, the Space Force released a request for proposals from launch companies seeking to join the military’s roster of launch providers in the National Security Space Launch (NSSL) program. The Space Force will accept bids for launch providers to “on-ramp” to the NSSL Phase 3 Lane 1 contract, which doles out task orders to launch companies for individual missions. In order to win a task order, a launch provider must be on the Phase 3 Lane 1 contract. Currently, SpaceX, United Launch Alliance, and Blue Origin are the only rocket companies eligible. SpaceX won all of the first round of Lane 1 task orders last month.

Joining the club … The Space Force is accepting additional risk for Lane 1 missions, which largely comprise repeat launches deploying a constellation of missile-tracking and data-relay satellites for the Space Development Agency. A separate class of heavy-lift missions, known as Lane 2, will require rockets to undergo a thorough certification by the Space Force to ensure their reliability. In order for a launch company to join the Lane 1 roster, the Space Force requires bidders to be ready for a first launch by December 2025. Peter Beck, Rocket Lab’s founder and CEO, said he thinks the Neutron rocket will be ready for its first launch by then. Other new medium-lift rockets, such as Firefly Aerospace’s MLV and Relativity’s Terran-R, almost certainly won’t be ready to launch by the end of next year, leaving Rocket Lab as the only company that will potentially join incumbents SpaceX, ULA, and Blue Origin. (submitted by Ken the Bin)

Next Starship flight is just around the corner. Less than a month has passed since the historic fifth flight of SpaceX’s Starship, during which the company caught the booster with mechanical arms back at the launch pad in Texas. Now, another test flight could come as soon as November 18, Ars reports. The improbable but successful recovery of the Starship first stage with “chopsticks” last month, and the on-target splashdown of the Starship upper stage halfway around the world, allowed SpaceX to avoid an anomaly investigation by the Federal Aviation Administration. Thus, the company was able to press ahead on a sixth test flight if it flew a similar profile. And that’s what SpaceX plans to do, albeit with some notable additions to the flight plan.

Around the edges … Perhaps the most significant change to the profile for Flight 6 will be an attempt to reignite a Raptor engine on Starship while it is in space. SpaceX tried to do this on a test flight in March but aborted the burn because the ship’s rolling motion exceeded limits. A successful demonstration of a Raptor engine relight could pave the way for SpaceX to launch Starship into a higher stable orbit around Earth on future test flights. This is required for SpaceX to begin using Starship to launch Starlink Internet satellites and perform in-orbit refueling experiments with two ships docked together. (submitted by EllPeaTea)

China’s version of Starship. China has updated the design of its next-generation heavy-lift rocket, the Long March 9, and it looks almost exactly like a clone of SpaceX’s Starship rocket, Ars reports. The Long March 9 started out as a conventional-looking expendable rocket, then morphed into a launcher with a reusable first stage. Now, the rocket will have a reusable booster and upper stage. The booster will have 30 methane-fueled engines, similar to the number of engines on SpaceX’s Super Heavy booster. The upper stage looks remarkably like Starship, with flaps in similar locations. China intends to fly this vehicle for the first time in 2033, nearly a decade from now.

A vehicle for the Moon … The reusable Long March 9 is intended to unlock robust lunar operations for China, similar to the way Starship, and to some extent Blue Origin’s Blue Moon lander, promises to support sustained astronaut stays on the Moon’s surface. China says it plans to land its astronauts on the Moon by 2030, initially using a more conventional architecture with an expendable rocket named the Long March 10, and a lander reminiscent of NASA’s Apollo lunar lander. These will allow Chinese astronauts to remain on the Moon for a matter of days. With Long March 9, China could deliver massive loads of cargo and life support resources to sustain astronauts for much longer stays.

Ta-ta to the tripod. The large three-legged vertical test stand at SpaceX’s engine test site in McGregor, Texas, is being decommissioned, NASA Spaceflight reports. Cranes have started removing propellant tanks from the test stand, nicknamed the tripod, towering above the Central Texas prairie. McGregor is home to SpaceX’s propulsion test team and has 16 test cells to support firings of Merlin, Raptor, and Draco engines multiple times per day for the Falcon 9 rocket, Starship, and Dragon spacecraft.

Some history … The tripod might have been one of SpaceX’s most important assets in the company’s early years. It was built by Beal Aerospace for liquid-fueled rocket engine tests in the late 1990s. Beal Aerospace folded, and SpaceX took over the site in 2003. After some modifications, SpaceX installed the first qualification version of its Falcon 9 rocket on the tripod for a series of nine-engine test-firings leading up to the rocket’s inaugural flight in 2010. SpaceX test-fired numerous new Falcon 9 boosters on the tripod before shipping them to launch sites in Florida or California. Most recently, the tripod was used for testing of Raptor engines destined to fly on Starship and the Super Heavy booster.
