The test spacecraft, with a mass of about 200 pounds (90 kg), performed well, Fiaschetti said. It demonstrated the capability to raise and lower its orbit and remains power-positive to date, periodically checking in with Inversion flight controllers. However, the spacecraft will not make a controlled landing.

“Ray won’t be coming back,” Fiaschetti said. “We’re doing long-term testing of software on orbit.”

Although Ray did not land, Inversion now feels confident enough in its technology to move into the production of the larger Arc vehicle, which was unveiled on Wednesday evening. About the size of a large tabletop—Arc is 4 feet wide and 8 feet tall—the company is aiming to launch the first Arc vehicle by the end of 2026. Fiaschetti said Inversion is “on a really good path” to make that timeline.

So what does the military want to ship?

Arc is a lifting body spacecraft, and it will do the majority of its maneuvering in the atmosphere, where it has 1,000 km of cross-range capability during reentry. It will land under parachutes and therefore not require a runway. Because the vehicle’s propulsion system uses non-toxic materials, a soldier can approach it immediately after landing without any protective gear.

So what would the US military want to pre-position in space for delivery at a moment’s notice to any location around the world?

“We like to describe this as mission-enabling cargo or effects,” Fiaschetti said. “This could be a wide variety of specific payloads, anything from medical supplies to drones to what have you. But the key discriminator is, does this make a difference in the moment it’s needed when it gets back down to the ground? You know, for the military and national security, if they need their cargo before the fight is over.”

The company says it has already built a “full-scale manufacturing development unit of the primary structure” for the first Arc vehicle. It would be an impressive capability if the small team at Inversion—now 60 people strong, and growing—can bring the Arc spacecraft to market. If, of course, is the operative word. “Space is hard” may be a cliché, but it also happens to be true.

Starship will soon fly over towns and cities, but will dodge the biggest ones


Starship’s next chapter will involve launching over Florida and returning over Mexico.

Some time soon, perhaps next year, SpaceX will attempt to fly one of its enormous Starship rockets from low-Earth orbit back to its launch pad in South Texas. A successful return and catch at the launch tower would demonstrate a key capability underpinning Elon Musk’s hopes for a fully reusable rocket.

In order for this to happen, SpaceX must overcome the tyranny of geography. Unlike launches over the open ocean from Cape Canaveral, Florida, rockets departing from South Texas must follow a narrow corridor to steer clear of downrange land masses.

All 10 of the rocket’s test flights so far have launched from Texas toward splashdowns in the Indian or Pacific Oceans. On these trajectories, the rocket never completes a full orbit around the Earth, but instead flies an arcing path through space before gravity pulls it back into the atmosphere.

If Starship’s next two test flights go well, SpaceX will likely attempt to send the soon-to-debut third-generation version of the rocket all the way to low-Earth orbit. The Starship V3 vehicle will measure 171 feet (52.1 meters) tall, a few feet more than Starship’s current configuration. The entire rocket, including its Super Heavy booster, will have a height of 408 feet (124.4 meters).

Starship, made of stainless steel, is designed for full reusability. SpaceX has already recovered and reflown Super Heavy boosters, but won’t be ready to recover the rocket’s Starship upper stage until next year, at the soonest.

That’s one of the next major milestones in Starship’s development after achieving orbital flight. SpaceX will attempt to bring the ship home to be caught back at the launch site by the launch tower at Starbase, Texas, located on the southernmost section of the Texas Gulf Coast near the US-Mexico border.

It was always evident that flying a Starship from low-Earth orbit back to Starbase would require the rocket to fly over Mexico and portions of South Texas. The rocket launches to the east over the Gulf of Mexico, so it must approach Starbase from the west when it comes in for a landing.

Paths to and from orbit

The FAA released a document Friday describing SpaceX’s request to update its government license for additional Starship launch and reentry trajectories. The document is a draft version of a “tiered environmental assessment” examining the potential for significant environmental impacts from the new launch and reentry flight paths.

The federal regulator said it is evaluating potential impacts in aviation emissions and air quality, noise and noise-compatible land use, hazardous materials, and socioeconomics. The FAA concluded the new flight paths proposed by SpaceX would have “no significant impacts” in any of these categories.

The environmental review is just one of several factors the FAA considers when deciding whether to approve a new commercial launch or reentry license. According to the FAA, the other factors are public safety issues (such as overflight of populated areas and payload contents), national security or foreign policy concerns, and insurance requirements.

The FAA didn’t make a statement on any public safety and foreign policy concerns with SpaceX’s new trajectories, but both issues may come into play as the company seeks approval to fly Starship over Mexican towns and cities uprange from Starbase.

The regulator’s licensing rules state that a commercial launch and reentry should each pose no greater than a 1 in 10,000 chance of harming or killing a member of the public not involved in the mission. The risk to any individual should not exceed 1 in 1 million.

So, what’s the danger? If something on Starship fails, it could disintegrate in the atmosphere. Surviving debris would rain down to the ground, as it did over the Turks and Caicos Islands after two Starship launch failures earlier this year. Two other Starship flights ran into problems once in space, tumbling out of control and breaking apart during reentry over the Indian Ocean.

The most recent Starship flight last month was more successful, with the ship reaching its target in the Indian Ocean for a pinpoint splashdown. The splashdown had an error of just 3 meters (10 feet), giving SpaceX confidence in returning future Starships to land.

One way of minimizing the risk to the public is to avoid flying over large metropolitan areas, and that’s exactly what SpaceX and the FAA are proposing to do, at least for the initial attempts to bring Starship home from orbit. A map of a “notional” Starship reentry flight path shows the vehicle beginning its reentry over the Pacific Ocean, then passing over Baja California and soaring above Mexico’s interior near the cities of Hermosillo and Chihuahua, each with a population of roughly a million people.

The trajectory would bring Starship well north of the Monterrey metro area and its 5.3 million residents, then over the Rio Grande Valley near the Texas cities of McAllen and Brownsville. During the final segment of Starship’s return trajectory, the vehicle will begin a vertical descent over Starbase before a final landing burn to slow it down for the launch pad’s arms to catch it in midair.

In addition to Monterrey, the proposed flight path dodges overflights of major US cities like San Diego, Phoenix, and El Paso, Texas.

Let’s back up

Setting up for this reentry trajectory requires SpaceX to launch Starship into an orbit with exactly the right inclination, or angle to the equator. There are safety constraints for SpaceX and the FAA to consider here, too.

All of the Starship test flights to date have launched toward the east, threading between South Florida and Cuba, south of the Bahamas, and north of Puerto Rico before heading over the North Atlantic Ocean. For Starship to target just the right orbit to set up for reentry, the rocket must fly in a slightly different direction over the Gulf.

Another map released by the FAA shows two possible paths Starship could take. One of the options goes to the southeast between Mexico’s Yucatan Peninsula and the western tip of Cuba, then directly over Jamaica as the rocket accelerated into orbit over the Caribbean Sea. The other would see Starship departing South Texas on a northeasterly path and crossing over North Florida before reaching the Atlantic Ocean.

While both trajectories fly over land, they avoid the largest cities situated near the flight path. For example, the southerly route misses Cancun, Mexico, and the northerly path flies between Jacksonville and Orlando, Florida. “Orbital launches would primarily be to low inclinations with flight trajectories north or south of Cuba that minimize land overflight,” the FAA wrote in its draft environmental assessment.

The proposed launch and reentry trajectories would result in temporary airspace closures, the FAA said. This could force delays or rerouting of anywhere from seven to 400 commercial flights for each launch, according to the FAA’s assessment.

Launch airspace closures are already the norm for Starship test flights. The FAA concluded that the reentry path over Mexico would require the closure of a swath of airspace covering more than 4,200 miles. This would affect up to 200 more commercial airplane flights during each Starship mission. Eventually, the FAA aims to shrink the airspace closures as SpaceX demonstrates improved reliability with Starship test flights.

Eventually, SpaceX will move some flights of Starship to Florida’s Space Coast, where rockets can safely launch in many directions over the Atlantic. By then, SpaceX aims to be launching Starships at a regular cadence—first, multiple flights per month, then per week, and then per day.

This will enable all of the things SpaceX wants to do with Starship. Chief among these goals is to fly Starships to Mars. Before then, SpaceX must master orbital refueling. NASA also has a contract with SpaceX to build Starships to land astronauts on the Moon’s south pole.

But all of that assumes SpaceX can routinely launch and recover Starships. That’s what engineers hope to soon prove they can do.

Chance Saltzman in a statement. “In so doing, it will strengthen the resilience, reliability, adaptability, and data transport speeds of our satellite communications architectures.”

Navigating in a world without GPS

The space plane will also advance the development of a new navigation technology based on electromagnetic wave interference. The Space Force news release characterizes this as the “highest-performing quantum inertial sensor ever tested in space.”

Boeing has previously tested a quantum inertial measurement unit, which detects rotation and acceleration using atom interferometry, on conventional aircraft. Now, an advanced version of the technology is being taken to space to demonstrate its viability. The goal of the in-space test is to demonstrate precise positioning, navigation, and timing in an environment where GPS services are not available.

“Bottom line: testing this tech will be helpful for navigation in contested environments where GPS may be degraded or denied,” Saltzman said in a social media post Monday, describing the flight.

Quantum inertial sensors could also be used near the Moon, where there is no comparable GPS capability, or for exploration further into the Solar System.

Notably, the small X-37B is back to launching on a medium-lift rocket with this new mission. During its most recent flight that ended in March, the space plane launched on a Falcon Heavy rocket for the first time. This allowed the X-37B to fly beyond low-Earth orbit and reach an elliptical high-Earth orbit.

Nearly everyone opposes Trump’s plan to kill space traffic control program

The trade organizations count the largest Western commercial satellite operators among their members: SpaceX, Amazon, Eutelsat OneWeb, Planet Labs, Iridium, SES, Intelsat, and Spire. These are the companies with the most at stake in the debate over the future of space traffic coordination. Industry sources told Ars that some companies are concerned a catastrophic collision in low-Earth orbit might trigger a wave of burdensome regulations, an outcome they would like to avoid.

“Without funding for space traffic coordination, US commercial and government satellite operators would face greater risksputting critical missions in harm’s way, raising the cost of doing business, and potentially driving US industry to relocate overseas,” the industry groups warned.

The military currently performs the spaceflight safety mission, providing up to a million collision warnings per day to give satellite operators a heads-up that their spacecraft will encounter another object as they speed around the Earth at nearly 5 miles per second. A collision at those velocities would endanger numerous other satellites, including the International Space Station. This happened in 2009 with the accidental collision of a functional commercial communications satellite and a defunct Russian spacecraft, adding more than 2,000 pieces of debris to busy orbital traffic lanes.

Ideally, the Space Force issues its warnings in time for a satellite operator to maneuver their spacecraft out of the path of a potential collision. Satellite operators might also have more precise information on the location of their spacecraft and determine that they don’t need to perform any collision avoidance maneuver.

The military’s Space Surveillance Network (SSN) tracks more than 47,000 objects in orbit. Most of these objects are orbital debris, but there’s a growing number of active spacecraft as many operators—mainly SpaceX, Amazon, the Space Force, and Chinadeploy megaconstellations with hundreds to thousands of satellites.

The Satellite Industry Association reports that nearly 2,700 satellites were launched into Earth orbit last year, bringing the total number of active satellites to 11,539, a threefold increase over the number of operating spacecraft in 2020.

Under strain

Space Force officials are eager to exit the business of warning third-party satellite operators, including rivals such as Russia and China, of possible collisions in orbit. The military would prefer to focus on managing ever-growing threats from satellites, an intensive effort that requires continual monitoring as other nations’ increasingly sophisticated spacecraft maneuver from one orbit to another.

Pentagon may put SpaceX at the center of a sensor-to-shooter targeting network


Under this plan, SpaceX’s satellites would play a big role in the Space Force’s kill chain.

The Trump administration plans to cancel a fleet of orbiting data relay satellites managed by the Space Development Agency and replace it with a secretive network that, so far, relies primarily on SpaceX’s Starlink Internet constellation, according to budget documents.

The move prompted questions from lawmakers during a Senate hearing on the Space Force’s budget last week. While details of the Pentagon’s plan remain secret, the White House proposal would commit $277 million in funding to kick off a new program called “pLEO SATCOM” or “MILNET.”

The funding line for a proliferated low-Earth orbit satellite communications network hasn’t appeared in a Pentagon budget before, but plans for MILNET already exist in a different form. Meanwhile, the budget proposal for fiscal year 2026 would eliminate funding for a new tranche of data relay satellites from the Space Development Agency. The pLEO SATCOM or MILNET program would replace them, providing crucial support for the Trump administration’s proposed Golden Dome missile defense shield.

“We have to look at what are the other avenues to deliver potentially a commercial proliferated low-Earth orbit constellation,” Gen. Chance Saltzman, chief of space operations, told senators last week. “So, we are simply looking at alternatives as we look to the future as to what’s the best way to scale this up to the larger requirements for data transport.”

What will these satellites do?

For six years, the Space Development Agency’s core mission has been to provide the military with a more resilient, more capable network of missile tracking and data relay platforms in low-Earth orbit. Those would augment the Pentagon’s legacy fleet of large, billion-dollar missile warning satellites that are parked more than 20,000 miles away in geostationary orbit.

These satellites detect the heat plumes from missile launches—and also large explosions and wildfires—to provide an early warning of an attack. The US Space Force’s early warning satellites were critical in allowing interceptors to take out Iranian ballistic missiles launched toward Israel last month.

Experts say there are good reasons for the SDA’s efforts. One motivation was the realization over the last decade or so that a handful of expensive spacecraft make attractive targets for an anti-satellite attack. It’s harder for a potential military adversary to go after a fleet of hundreds of smaller satellites. And if they do take out a few of these lower-cost satellites, it’s easier to replace them with little impact on US military operations.

Missile-tracking satellites in low-Earth orbit, flying at altitudes of just a few hundred miles, are also closer to the objects they are designed to track, meaning their infrared sensors can detect and locate dimmer heat signatures from smaller projectiles, such as hypersonic missiles.

But tracking the missiles isn’t enough. The data must reach the ground in order to be useful. The SDA’s architecture includes a separate fleet of small communications satellites to relay data from the missile tracking network, and potentially surveillance spacecraft tracking other kinds of moving targets, to military forces on land, at sea, or in the air through a series of inter-satellite laser crosslinks.

The military refers to this data relay component as the transport layer. When it was established in the first Trump administration, the SDA set out to deploy tranches of tracking and data transport satellites. Each new tranche would come online every couple of years, allowing the Pentagon to tap into new technologies as fast as industry develops them.

The SDA launched 27 so-called “Tranche 0” satellites in 2023 to demonstrate the concept’s overall viability. The first batch of more than 150 operational SDA satellites, called Tranche 1, is due to begin launching later this year. The SDA plans to begin deploying more than 250 Tranche 2 satellites in 2027. Another set of satellites, Tranche 3, would have followed a couple of years later. Now, the Pentagon seeks to cancel the Tranche 3 transport layer, while retaining the Tranche 3 tracking layer under the umbrella of the Space Development Agency.

Out of the shadows

While SpaceX’s role isn’t mentioned explicitly in the Pentagon’s budget documents, the MILNET program is already on the books, and SpaceX is the lead contractor. It has been made public in recent months, after years of secrecy, although many details remain unclear. Managed in a partnership between the Space Force and the National Reconnaissance Office (NRO), MILNET is designed to use military-grade versions of Starlink Internet satellites to create a “hybrid mesh network” the military can rely on for a wide range of applications.

The military version of the Starlink platform is called Starshield. SpaceX has already launched nearly 200 Starshield satellites for the NRO, which uses them for intelligence, surveillance, and reconnaissance missions.

At an industry conference last month, the Space Force commander in charge of operating the military’s communications satellites revealed new information about MILNET, according to a report by Breaking Defense. The network uses SpaceX-made user terminals with additional encryption to connect with Starshield satellites in orbit.

Col. Jeff Weisler, commander of a Space Force unit called Delta 8, said MILNET will comprise some 480 satellites operated by SpaceX but overseen by a military mission director “who communicates to the contracted workforce to execute operations at the timing and tempo of warfighting.”

The Space Force has separate contracts with SpaceX to use the commercial Starlink service. MILNET’s dedicated constellation of more secure Starshield satellites is separate from Starlink, which now has more 7,000 satellites in space.

“We are completely relooking at how we’re going to operate that constellation of capabilities for the joint force, which is going to be significant because we’ve never had a DoD hybrid mesh network at LEO,” Weisler said last month.

So, the Pentagon already relies on SpaceX’s communication services, not to mention the company’s position as the leading launch provider for Space Force and NRO satellites. With MILNET’s new role as a potential replacement for the Space Development Agency’s data relay network, SpaceX’s satellites would become a cog in combat operations.

The data transport layer, whether it’s SDA’s architecture or a commercial solution like Starshield, will “underpin” the Pentagon’s planned Golden Dome missile defense system, Saltzman said.

But it’s not just missiles. Data relay satellites in low-Earth orbit will also have a part in the Space Force’s initiatives to develop space-based platforms to track moving targets on the ground and in the air. Eventually, all Space Force satellites could have the ability to plug into MILNET to send their data to the ground.

A spokesperson for the Department of the Air Force, which includes the Space Force, told Air & Space Forces Magazine that the pLEO, or MILNET, constellation “will provide global, integrated, and resilient capabilities across the combat power, global mission data transport, and satellite communications mission areas.”

That all adds up to a lot of bits and bytes, and the Space Force’s need for data backhaul is only going to increase, according to Col. Robert Davis, head of the Space Sensing Directorate at Space Systems Command.

He said the SDA’s satellites will use onboard edge processing to create two-dimensional missile track solutions. Eventually, the SDA’s satellites will be capable of 3D data fusion with enough fidelity to generate a full targeting solution that could be transmitted directly to a weapons system for it to take action without needing any additional data processing on the ground.

“I think the compute [capability] is there,” Davis said Tuesday at an event hosted by the Mitchell Institute, an aerospace-focused think tank in Washington, DC. “Now, it’s a comm[unication] problem and some other technical integration challenges. But how do I do that 3D fusion on orbit? If I do 3D fusion on orbit, what does that allow me to do? How do I get low-latency comms to the shooter or to a weapon itself that’s in flight? So you can imagine the possibilities there.”

The possibilities include exploiting automation, artificial intelligence, and machine learning to sense, target, and strike an enemy vehicle—a truck, tank, airplane, ship, or missile—nearly instantaneously.

“If I’m on the edge doing 3D fusion, I’m less dependent on the ground and I can get around the globe with my mesh network,” Davis said. “There’s inherent resilience in the overall architecture—not just the space architecture, but the overall architecture—if the ground segment or link segment comes under attack.”

Questioning the plan

Military officials haven’t disclosed the cost of MILNET, either in its current form or in the future architecture envisioned by the Trump administration. For context, SDA has awarded fixed-price contracts worth more than $5.6 billion for approximately 340 data relay satellites in Tranches 1 and 2.

That comes out to roughly $16 million per spacecraft, at least an order of magnitude more expensive than a Starlink satellite coming off of SpaceX’s assembly line. Starshield satellites, with their secure communications capability, are presumably somewhat more expensive than an off-the-shelf Starlink.

Some former defense officials and lawmakers are uncomfortable with putting commercially operated satellites in the “kill chain,” the term military officials use for the process of identifying threats, making a targeting decision, and taking military action.

It isn’t clear yet whether SpaceX will operate the MILNET satellites in this new paradigm, but the company has a longstanding preference for doing so. SpaceX built a handful of tech demo satellites for the Space Development Agency a few years ago, but didn’t compete for subsequent SDA contracts. One reason for this, sources told Ars, is that the SDA operates its satellite constellation from government-run control centers.

Instead, the SDA chose L3Harris, Lockheed Martin, Northrop Grumman, Rocket Lab, Sierra Space, Terran Orbital, and York Space Systems to provide the next batches of missile tracking and data transport satellites. RTX, formerly known as Raytheon, withdrew from a contract after the company determined it couldn’t make money on the program.

The tracking satellites will carry different types of infrared sensors, some with wide fields of view to detect missile launches as they happen, and others with narrow-angle sensors to maintain custody of projectiles in flight. The data relay satellites will employ different frequencies and anti-jam waveforms to supply encrypted data to military forces on the ground.

The Space Development Agency’s path hasn’t been free of problems. The companies the agency selected to build its spacecraft have faced delays, largely due to supply chain issues, and some government officials have worried the Army, Navy, Air Force, and Marine Corps aren’t ready to fully capitalize on the information streaming down from the SDA’s satellites.

The SDA hired SAIC, a government services firm, earlier this year with a $55 million deal to act as a program integrator with responsibility to bring together satellites from multiple contractors, keep them on schedule, and ensure they provide useful information once they’re in space.

SpaceX, on the other hand, is a vertically integrated company. It designs, builds, and launches its own Starlink and Starshield satellites. The only major components of SpaceX’s spy constellation for the NRO that the company doesn’t build in-house are the surveillance sensors, which come from Northrop Grumman.

Buying a service from SpaceX might save money and reduce the chances of further delays. But lawmakers argued there’s a risk in relying on a single company for something that could make or break real-time battlefield operations.

Sen. Chris Coons (D-Del.), ranking member of the Senate Appropriations Subcommittee on Defense, raised concerns that the Space Force is canceling a program with “robust competition and open standards” and replacing it with a network that is “sole-sourced to SpaceX.”

“This is a massive and important contract,” Coons said. “Doesn’t handing this to SpaceX make us dependent on their proprietary technology and avoid the very positive benefits of competition and open architecture?”

Later in the hearing, Sen. John Hoeven (R-N.D.) chimed in with his own warning about the Space Force’s dependence on contractors. Hoeven’s state is home to one of the SDA’s satellite control centers.

“We depend on the Air Force, the Space Force, the Department of Defense, and the other services, and we can’t be dependent on private enterprise when it comes to fighting a war, right? Would you agree with that?” Hoeven asked Saltzman.

“Absolutely, we can’t be dependent on it,” Saltzman replied.

Air Force Secretary Troy Meink said military officials haven’t settled on a procurement strategy. He didn’t mention SpaceX by name.

As we go forward, MILNET, the term, should not be taken as just a system,” Meink said. “How we field that going forward into the future is something that’s still under consideration, and we will look at the acquisition of that.”

An Air Force spokesperson confirmed the requirements and architecture for MILNET are still in development, according to Air & Space Forces Magazine. The spokesperson added that the department is “investigating” how to scale MILNET into a “multi-vendor satellite communication architecture that avoids vendor lock.”

This doesn’t sound all that different than the SDA’s existing technical approach for data relay, but it shifts more responsibility to commercial companies. While there’s still a lot we don’t know, contractors with existing mega-constellations would appear to have an advantage in winning big bucks under the Pentagon’s new plan.

There are other commercial low-Earth orbit constellations coming online, such as Amazon’s Project Kuiper broadband network, that could play a part in MILNET. However, if the Space Force is looking for a turnkey commercial solution, Starlink and Starshield are the only options available today, putting SpaceX in a strong position for a massive windfall.

There’s a secret reason the Space Force is delaying the next Atlas V launch


The Space Force is looking for responsive launch. This week, they’re the unresponsive ones.

Last week, the first operational satellites for Amazon’s Project Kuiper broadband network were minutes from launch at Cape Canaveral Space Force Station, Florida.

These spacecraft, buttoned up on top of a United Launch Alliance Atlas V rocket, are the first of more than 3,200 mass-produced satellites Amazon plans to launch over the rest of the decade to deploy the first direct US competitor to SpaceX’s Starlink Internet network.

However, as is often the case on Florida’s Space Coast, bad weather prevented the satellites from launching April 9. No big deal, right? Anyone who pays close attention to the launch industry knows delays are part of the business. A broken component on the rocket, a summertime thunderstorm, or high winds can thwart a launch attempt. Launch companies know this, and the answer is usually to try again the next day.

But something unusual happened when ULA scrubbed the countdown last Wednesday. ULA’s launch director, Eric Richards, instructed his team to “proceed with preparations for an extended turnaround.” This meant ULA would have to wait more than 24 hours for the next Atlas V launch attempt.

But why?

At first, there seemed to be a good explanation for the extended turnaround. SpaceX was preparing to launch a set of Starlink satellites on a Falcon 9 rocket around the same time as Atlas V’s launch window the next day. The Space Force’s Eastern Range manages scheduling for all launches at Cape Canaveral and typically operates on a first-come, first-served basis.

The Space Force accommodated 93 launches on the Eastern Range last year—sometimes on the same day—an annual record that military officials are quite proud of achieving. This is nearly six times the number of launches from Cape Canaveral in 2014, a growth rate primarily driven by SpaceX. In previous interviews, Space Force officials have emphasized their eagerness to support more commercial launches. “How do we get to yes?” is often what range officials ask themselves when a launch provider submits a scheduling request.

It wouldn’t have been surprising for SpaceX to get priority on the range schedule since it had already reserved the launch window with the Space Force for April 10. SpaceX subsequently delayed this particular Starlink launch for two days until it finally launched on Saturday evening, April 12. Another SpaceX Starlink mission launched Monday morning.

There are several puzzling things about what happened last week. When SpaceX missed its reservation on the range twice in two days, April 10 and 11, why didn’t ULA move back to the front of the line?

ULA, which is usually fairly transparent about its reasons for launch scrubs, didn’t disclose any technical problems with the rocket that would have prevented another launch attempt. ULA offers access to listen to the launch team’s audio channel during the countdown, and engineers were not discussing any significant technical issues.

The company’s official statement after the scrub said: “A new launch date will be announced when approved on the range.”

Also, why can’t ULA make another run at launching the Kuiper mission this week? The answer to that question is also a mystery, but we have some educated speculation.

Changes in attitudes

A few days ago, SpaceX postponed one of its own Starlink missions from Cape Canaveral without explanation, leaving the Florida spaceport with a rare week without any launches. SpaceX plans to resume launches from Florida early next week with the liftoff of a resupply mission to the International Space Station. The delayed Starlink mission will fly a few days later.

Meanwhile, the next launch attempt for ULA is unknown.

Tory Bruno, ULA’s president and CEO, wrote on X that questions about what is holding up the next Atlas V launch are best directed toward the Space Force. A spokesperson for ULA told Ars the company is still working with the range to determine the next launch date. “The rocket and payload are healthy,” she said. “We will announce the new launch date once confirmed.”

While the SpaceX launch delay this week might suggest a link to the same range kerfuffle facing United Launch Alliance, it’s important to point out a key difference between the companies’ rockets. SpaceX’s Falcon 9 uses an automated flight termination system to self-destruct the rocket if it flies off course, while ULA’s Atlas V uses an older human-in-the-loop range safety system, which requires additional staff and equipment. Therefore, the Space Force is more likely to be able to accommodate a SpaceX mission near another activity on the range.

One more twist in this story is that a few days before the launch attempt, ULA changed its launch window for the Kuiper mission on April 9 from midday to the evening hours due to a request from the Eastern Range. Brig. Gen. Kristin Panzenhagen, the range commander, spoke with reporters in a roundtable meeting last week. After nearly 20 years of covering launches from Cape Canaveral, I found a seven-hour time change so close to launch to be unusual, so I asked Panzenhagen about the reason for it, mostly out of curiosity. She declined to offer any details.

“The Eastern Range is huge,” she said. “It’s 15 million square miles. So, as you can imagine, there are a lot of players that are using that range space, so there’s a lot of de-confliction … Public safety is our top priority, and we take that very seriously on both ranges. So, we are constantly de-conflicting, but I’m not going to get into details of what the actual conflict was.”

It turns out the range conflict now impacting the Eastern Range is having some longer-lasting impacts. While a one- or two-week launch delay doesn’t seem serious, it adds up to deferred or denied revenue for a commercial satellite operator. National security missions get priority on range schedules at Cape Canaveral and at Vandenberg Space Force Base in California, but there are significantly more commercial missions than military launches from both spaceports.

Clearly, there’s something out of the ordinary going on in the Eastern Range, which extends over much of the Atlantic Ocean to the southeast, east, and northeast of Cape Canaveral. The range includes tracking equipment, security forces, and ground stations in Florida and downrange sites in Bermuda and Ascension Island.

One possibility is a test of one or more submarine-launched Trident ballistic missiles, which commonly occur in the waters off the east coast of Florida. But those launches are usually accompanied by airspace and maritime warning notices to ensure pilots and sailors steer clear of the test. Nothing of the sort has been publicly released in the last couple of weeks.

Maybe something is broken at the Florida launch base. When launches were less routine than today, the range at Cape Canaveral would close for a couple of weeks per year for upgrades and refurbishment of critical infrastructure. This is no longer the case. In 2023, Panzenhagen told Ars that the Space Force changed the policy.

“When the Eastern Range was supporting 15 to 20 launches a year, we had room to schedule dedicated periods for maintenance of critical infrastructure,” she said at the time. “During these periods, launches were paused while teams worked the upgrades. Now that the launch cadence has grown to nearly twice per week, we’ve adapted to the new way of business to best support our mission partners.”

Perhaps, then, it’s something more secret, like a larger-scale, multi-element military exercise or war game that either requires Eastern Range participation or is taking place in areas the Space Force needs to clear for safety reasons for a rocket launch to go forward. The military sometimes doesn’t publicize these activities until they’re over.

A Space Force spokesperson did not respond to Ars Technica’s questions on the matter.

While we’re still a ways off from rocket launches becoming as routine as an airplane flight, the military is shifting in the way it thinks about spaceports. Instead of offering one-off bespoke services tailored to the circumstances of each launch, the Space Force wants to operate the ranges more like an airport.

“We’ve changed the nomenclature from calling ourselves a range to calling ourselves a spaceport because we see ourselves more like an airport in the future,” one Space Force official told Ars for a previous story.

In the National Defense Authorization Act for fiscal-year 2024, Congress gave the Space Force the authority to charge commercial launch providers indirect fees to help pay for common infrastructure at Cape Canaveral and Vandenberg—things like roads, electrical and water utilities, and base security used by all rocket operators at each spaceport. The military previously could only charge rocket companies direct fees for the specific services it offered in support of a particular launch, while the government was on the hook for overhead costs.

Military officials characterize the change in law as a win-win for the government and commercial launch providers. Ideally, it will grow the pool of money available to modernize the military’s spaceports, making them more responsive to all users, whether it’s the Space Force, SpaceX, ULA, or a startup new to the launch industry.

Whatever is going on in Florida or the Atlantic Ocean this week, it’s something the Space Force doesn’t want to talk about in detail. Maybe there are good reasons for that.

Cape Canaveral is America’s busiest launch base. Extending the spaceport-airport analogy a little further, the closure of America’s busiest airport for a week or more would be a big deal. One of the holy grails the Space Force is pursuing is the capability to launch on demand.

This week, there’s demand for launch slots at Cape Canaveral, but the answer is no.

Firm wins Space Force funding to provide an “aircraft carrier” in orbit

In recent years the US military has made much of a concept known as tactically responsive launch. This essentially means that if there is some rapidly developing threat in space—say an adversary takes out a key national defense satellite—the military would like the capability to rapidly fuel a satellite on Earth, mate it to a rocket, and launch it into space.

The US Space Force first demonstrated this tactically responsive capability with a launch on Firefly’s Alpha rocket in 2023. As part of this “Victus Nox” test flight, a satellite was encapsulated into a payload fairing and mated to the rocket and completed all final launch preparations within 27 hours.

But what if there were an even faster way to respond? That’s the vision behind a new, $60 million federal award to a new space company named Gravitics for a concept called an orbital carrier.

“In many ways it’s kind of like what an aircraft carrier does,” said Jon Goff, director of advanced concepts for the Seattle-based company.

Shielding satellites

In interviews about the concept with Ars, company officials were fairly vague about specific details of what orbital carriers will be able to do. A news release published on Wednesday morning, highlighting the Strategic Funding Increase, or STRATFI grant from the United States Space Force, also lacks specifics. The Space Force would prefer to keep the vehicle’s operational capabilities under wraps.

But in general, the idea is to provide an unpressurized module in which one or more satellites can be pre-positioned in orbit.

Such a module would isolate the satellites from the space environment, sparing their batteries and sensitive electronics from harsh thermal cycles every 90 minutes, and provide some shielding from radiation. In addition the orbital carrier would obfuscate the satellites inside from observation by other nations or hostile actors in space. Then, when a satellite is needed, it can be deployed into multiple orbits by the carrier.

“All those traditional primes opted out of this event, every single one,” Hammett said. “We’re cultivating an A-team who’s willing to work with us, who’s hungry, who wants to bring affordability and speed, and it’s not the existing industry base.”

Hammett’s office didn’t set out to banish the big defense contractors. Simply put, he said they haven’t performed or aren’t interested in going in the direction Space RCO wants to go.

“I’ve terminated 11 major contracts in less than three years,” Hammett said. “Eighty-five percent of those were with traditional defense primes.” Most of these programs are classified, so it doesn’t become news when a contract is canceled.

“We try to fix the programs,” Hammett said. “We work with the performers, but if they can’t get right, and if we have program baselines where they’re now exceeding it by 100 percent in cost or schedule… we’re going to fire them and start again.”

At the same time, venture-backed companies seem to emerge every day from the ether of Silicon Valley or one of the nation’s other tech corridors.

“There’s a lot of opportunity to bring other performers into the portfolio, but there are lots of barriers,” Hammett said. One of those barriers is that leadership at many startups don’t have a security clearance. Many small companies don’t use the certified accounting systems the government usually requires for federal contracts. 

“You have to be willing to modify your approach, your acquisition strategies, those types of things, so I have directed my team to open the aperture, to find the A-team, wherever the A-team lives, because it doesn’t seem to be in our current portfolio,” Hammett said.

There’s still a place for the Pentagon’s incumbent contractors, according to Hammett. Small companies like the ones at Space RCO’s pitch lack the national, or even global, footprint to execute the military’s most expensive programs.

“We’re trying to build the first of something new, different, at a price point that we can accept,” Hammett said. “That’s what these types of companies are trying to do. And we’re not having to pay the lion’s share of the cost for that because VC [venture capital] firms and others are kick-starting them.”

Executives at Lockheed Martin, Northrop Grumman, Boeing, and other traditional defense companies have become warier of bidding on government programs, especially fixed-price contracts where financial risk is transferred from the government to the contractor.

The CEO of L3Harris, another established defense contractor, said in 2023 that his company has also declined to bid on fixed-price development contracts. L3Harris leads development of a software system called ATLAS to manage data from a network of sensors tracking rocket launches and objects in orbit. The program is over budget and was supposed to be ready for action in 2022, but it still isn’t operational.

RTX is in charge of another troubled military space program. The Next-Generation Operational Control System, known as OCX, is designed to allow military forces, including airplanes, ships, and ground vehicles, to access a jam-resistant GPS signal that satellites have been beaming from space since 2005. Twenty years later, the military’s weapons systems still haven’t widely adopted this M-code signal because of OCX delays.

Both programs are managed by Space Systems Command, the unit that has traditionally been responsible for buying hardware and software for military space programs. SSC, too, hasn’t shied away recently from taking the hatchet to some problem projects. Last year, SSC confirmed it kicked RTX off a program to develop three next-generation missile warning satellites because it was over budget, behind schedule, and faced “unresolved design challenges.”

ULA’s Vulcan rocket still doesn’t have the Space Force’s seal of approval

ULA crews at Cape Canaveral have already stacked the next Vulcan rocket on its mobile launch platform in anticipation of launching the USSF-106 mission. But with the Space Force’s Space Systems Command still withholding certification, there’s no confirmed launch date for USSF-106.

So ULA is pivoting to another customer on its launch manifest.

Amazon’s first group of production satellites for the company’s Kuiper Internet network is now first in line on ULA’s schedule. Amazon confirmed last month that it would ship Kuiper satellites to Cape Canaveral from its factory in Kirkland, Washington. Like ULA, Amazon has run into its own delays with manufacturing Kuiper satellites.

“These satellites, built to withstand the harsh conditions of space and the journey there, will be processed upon arrival to get them ready for launch,” Amazon posted on X. “These satellites will bring fast, reliable Internet to customers even in remote areas. Stay tuned for our first launch this year.”

Amazon and the Space Force take up nearly all of ULA’s launch backlog. Amazon has eight flights reserved on Atlas V rockets and 38 missions booked on the Vulcan launcher to deploy about half of its 3,232 satellites to compete with SpaceX’s Starlink network. Amazon also has launch contracts with Blue Origin, which is owned by Amazon founder Jeff Bezos, along with Arianespace and SpaceX.

The good news is that United Launch Alliance has an inventory of rockets awaiting an opportunity to fly. The company plans to finish manufacturing its remaining 15 Atlas V rockets within a few months, allowing the factory in Decatur, Alabama, to focus solely on producing Vulcan launch vehicles. ULA has all the major parts for two Vulcan rockets in storage at Cape Canaveral.

“We have a stockpile of rockets, which is kind of unusual,” Bruno said. “Normally, you build it, you fly it, you build another one… I would certainly want anyone who’s ready to go to space able to go to space.”

Space Force officials now aim to finish the certification of the Vulcan rocket in late February or early March. This would clear the path for launching the USSF-106 mission after the next Atlas V. Once the Kuiper launch gets off the ground, teams will bring the Vulcan rocket’s components back to the hangar to be stacked again.

The Space Force has not set a launch date for USSF-106, but the service says liftoff is targeted for sometime between the beginning of April and the end of June, nearly five years after ULA won its lucrative contract.

Trump executive order calls for a next-generation missile defense shield

One of the new Trump administration’s first national security directives aims to defend against missile and drone attacks targeting the United States, and several elements of the plan require an expansion of the US military’s presence in space, the White House announced Monday.

For more than 60 years, the military has launched reconnaissance, communications, and missile warning satellites into orbit. Trump’s executive order calls for the Pentagon to come up with a design architecture, requirements, and an implementation plan for the next-generation missile defense shield within 60 days.

A key tenet of Trump’s order is to develop and deploy space-based interceptors capable of destroying enemy missiles during their initial boost phase shortly after launch.

“The United States will provide for the common defense of its citizens and the nation by deploying and maintaining a next-generation missile defense shield,” the order reads. “The United States will deter—and defend its citizens and critical infrastructure against—any foreign aerial attack on the homeland.”

The White House described the missile defense shield as an “Iron Dome for America,” referring to the name of Israel’s regional missile defense system. While Israel’s Iron Dome is tailored for short-range missiles, the White House said the US version will guard against all kinds of airborne attacks.

What does the order actually say?

Trump’s order is prescriptive in what to do, but it leaves the implementation up to the Pentagon. The White House said the military’s plan must defend against many types of aerial threats, including ballistic, hypersonic, and advanced cruise missiles, plus “other next-generation aerial attacks,” a category that appears to include drones and shorter-range unguided missiles.

SpaceX prevails over ULA, wins military launch contracts worth $733 million

These missions require medium-lift rockets, or smaller rockets capable of a high-rate launch cadence to match the capability of a larger launch vehicle. In June, the Space Force selected SpaceX, ULA, and Blue Origin, Jeff Bezos’s space company, to compete for Lane 1 launch task orders.

Military officials will add more companies to the pool of available Lane 1 launch providers as they mature their rockets. These companies may include Rocket Lab, Firefly Aerospace, Relativity Space, Stoke Space, and others.

While Blue Origin is on the Space Force’s list of available launch providers, the company’s New Glenn rocket was not eligible for the contracts announced Friday. That’s because military officials require a rocket to complete at least one successful orbital launch to become qualified for a Lane 1 task order. New Glenn’s first test flight is scheduled some time later this year.

This rule left SpaceX’s Falcon 9 and ULA’s Vulcan rockets as the only launch vehicles eligible for the task orders, setting up a head-to-head competition between the rival rocket companies. SpaceX prevailed, winning all nine Lane 1 missions up for competition this year.

Lane 2 of the Space Force’s National Security Space Launch program covers more challenging military missions, typically larger, more expensive payloads destined for higher orbits. The Space Force is expected to soon select launch providers for Lane 2 missions. These launches will require the Space Force to certify the rockets, whereas the military is comfortable accepting a little more risk for the Lane 1 missions.

SpaceX’s Falcon 9 and Falcon Heavy are currently certified for national security launches, and the Space Force is in the process of certifying ULA’s Vulcan launcher after two successful test flights. The Space Force and Blue Origin also have a certification plan for the New Glenn rocket, but it must first complete multiple successful test flights.

“When it’s close to the Earth, it’s close enough to the atmosphere to turn where it is,” she said. “Which means our adversaries don’t know—and that happens on the far side of the Earth from our adversaries—where it’s going to come up next. And we know that that drives them nuts. And I’m really glad about that.”

Breaking the silence

The Pentagon rarely releases an update on the X-37B spaceplane in the middle of a mission. During previous flights, military officials typically provided some basic information about the mission before its launch, then went silent until the X-37B returned for landing. The military keeps specifics about the spaceplane’s activities in orbit a secret.

This made the Space Force’s announcement Thursday somewhat of a surprise. When the seventh flight of the X-37B launched, there were indications that the spacecraft would soar into a much higher orbit than it did on any of its six prior missions.

In February, a sleuthing satellite tracking hobbyist spotted the X-37B in orbit by observing sunlight reflected off of the spacecraft as it flew thousands of miles above Earth. Follow-up detections confirmed the discovery, allowing amateur observers to estimate that the X-37B was flying in a highly elliptical orbit ranging between roughly 300 and 38,600 miles in altitude (186-by-23,985 miles). The orbit was inclined 59.1 degrees to the equator.

On its previous missions, the X-37B was confined to low-Earth orbit a few hundred miles above the planet. When it became apparent that the latest mission was cruising at a significantly higher altitude, analysts and space enthusiasts speculated on what the secret spaceplane was doing and how it would come back to Earth. A direct reentry into the atmosphere from the spaceplane’s elliptical orbit would expose the craft’s heat shield to hotter temperatures than any of its previous returns.

Now, we have an answer to the latter question.

As for what it’s doing up there, the Space Force said the spaceplane on this mission has “conducted radiation effect experiments and has been testing space domain awareness technologies in a highly elliptical orbit.” The orbit brings the X-37B through the Van Allen radiation belts and crosses several orbital regimes populated by US and foreign communications, navigation, and surveillance satellites.

Military officials have said previous X-37B flights have tested a Hall-effect ion thruster and tested other experimental space technologies without elaborating on their details. X-37Bs have also secretly deployed small military satellites in orbit.
